A COSA is comprised of more than three volunteers with Core member. The COSA core member is a person who has been incarcerated in a federal institution for a sexual offence and detained to warrant expiry date (WED). The members of a formal 'circle' follow the guidelines of CSC Chaplaincy COSA project, work within the guidelines of their individually developed 'covenant', interact one on one with the core member, meet regularly as a group, and are accountable to the COSA project holder.

An informal circle has evolved to needing fewer formal meetings, often only the occasional social gathering, but has enough contact to convene an emergency meeting if needed. The COSA project holder has enough communication with one member of the circle to be aware of its continuing relationship.
