Ross Toller

Ross Toller was appointed Deputy Commissioner, Transformation and Renewal Team in November 2011.

Mr. Toller's career began in 1978 when he joined the Correctional Service of Canada (CSC) as a Correctional Officer. He has held a number of positions in the Service since then: Classification Officer; Deputy Warden; Executive Director; Assistant Deputy Commissioner; Director General Programs and Offender Reintegration; Regional Deputy Commissioner in Prairie Region; Assistant Commissioner, Correctional Operations and Programs; and Regional Deputy Commissioner in Ontario Region.

Mr. Toller was a past member of an Institutional Emergency Response Team, as well as a crisis negotiator and has received numerous awards and certificates.

He has represented CSC on a number of key files:

• Advisor to the Nunavut Territorial Justice Developments, pre-territorial date: advised in the development of their correctional system
• Advisor to the United Nations through CSC: formulated correctional needs assessment (Kosovo) resulting in accepted recommendations for a correctional presence in rebuilding correctional systems
• CSC implementation for the post-disaster Needs Assessment (Haiti)
• Led the major project implementation for the first-ever federal no-smoking ban
• He has represented the service in several Parliamentary and Senate Committee appearances across an array of files

A native of Kingston, Ontario, Mr. Toller has a diploma in public administration from St. Lawrence College, as well as a Bachelor's degree in social sciences from Queen's University.
