Kathryn Howard

Kathryn Howard was appointed Assistant Commissioner, Human Resource Management on September 4, 2012.

Before joining CSC, Ms. Howard was Assistant Deputy Minister, Emergency Management and Corporate Affairs at the Public Health Agency of Canada, where she was responsible for emergency management for the Health Portfolio, regulatory programs, and corporate programs including human resource management.

From 2008 to 2010, Ms. Howard worked as the Assistant Deputy Minister, Service Innovation and Technology at Citizenship and Immigration Canada. There, she led the Department's business transformation agenda for immigration and citizenship services.

Ms. Howard has held executive positions in a variety of government departments with responsibilities in both programs and corporate services.  She began her public service career in human resources management at National Defence, working at military bases and national headquarters.

Ms. Howard holds a Master of Business Administration from the University of Ottawa and a Bachelor of Arts from the University of Waterloo.
