What is new/changed?
Commissioner's Directive 254 has incorporated the new Directive on CSC's Return to Work Program in the existing Occupational Safety and Health Directive. The changes to Part II of the Canada Labour Code are also reflected in this revised CD. Policy direction in this area focuses on employee injury and illness-related absences combining prevention and obligations under Part II of the Canada Labour Code with reintegration of injured or ill employees to productive employment. Further direction is contained in the Guidelines on CSC's Occupational Safety and Health (OSH) and Return to Work (RTW) Programs.
Why was the policy changed?
The policy was changed to focus on prevention and return to work under one directive.
What is the purpose of the change?
To ensure that the Service's policy in regard to OSH and RTW is communicated to staff in a manner consistent with the new policy framework.
How was it developed?
The policy owner revised and further developed the existing CD and developed the Guidelines in conjunction with regional OSH and RTW representatives, unions and the NHQ Policy Division.
The Commissioner's Directive and Guidelines clearly outline all OSH and RTW related accountabilities.
Who will be affected by the policy?
CSC staff will be affected by the policy.
$500,000 to meet the minimum requirements of the Canada Labour Code.
