Noise: Crowd noises.

Narrator: Watson and Larose had thought escape would be easy. Without walls, or towers or armed guards to restrain them. But they hadn't counted on the effectiveness of the institution's security procedures.

Noise: Officers stand in for attendance.

Narrator: At eight o'clock, the day shift report for duty.

Narrator: Regulations for key control are closely followed. Everyman removing a key leaves a nametag, making him responsible for it.

Officer: Okay boys.

Narrator: But throughout the day, the basic custodial procedure is supervision. Constant supervision.

Narrator: This is not easy since the inmates spend most of the day out of their cells. There's movement back and forth to shops, to school, to the yard, to the gym, to the library, to the hospital, to chapel. Without effective rules and procedures, mass confusion could easily result. If order is to be maintained, every officer must understand the regulations and make certain that they are carried out.
