RE : 2006-2007 INTERNATIONAL TRANSFERS ANNUAL REPORT

In preparation for the release of the 2006-2007 International Transfers Annual Report, we conducted an analysis of OMS data to provide statistics on the following items:

1. First type of release (in Canada) for transferred offenders;
2. Average sentence length served (in Canada) by transferred offender prior to first type of release;
3. Current status (in Canada) of transferred offenders; and
4. Recidivism Data of transferred offenders.

These statistics were presented in the 2004-2005 International Transfers Annual Report.  However, due to data quality issues¹, the analysis of the 2007 data will not be available in time for the results to be published in this year’s report. 

We are working on resolving this issue and expect to generate accurate results for the 2007-2008 Annual Report.

¹ Data quality issues arose when our analysis revealed that a large number of transferred offenders were not identified as "TRANSFER FROM FOREIGN COUNTRY" in the admission type.  We could therefore not produce reliable post transfer data without first conducting a data quality exercise of transfer case in the OMS in collaboration with the National Advisor, Sentence Management.
