Management of Security Information and Intelligence

AUTHORITIES

PURPOSE

  • To ensure consistency in the collection, storage, collation, recording, reporting and disposal of security information and intelligence
  • To ensure a consistent approach for the communication and sharing of security information and intelligence to individuals who have an identified need to know

APPLICATION

Applies to all Correctional Service Canada (CSC) employees who have access to or are provided access to CSC security information based on an identified need to know

RESPONSIBILITIES

  1. The Assistant Commissioner, Correctional Operations and Programs, will:
    1. develop policies that include security procedures and a security intelligence function
    2. establish processes to inform the Commissioner, managers and stakeholders who have an identified need to know of security incidents or potential threats
    3. establish a National Strategic Intelligence Committee which will involve the Director General, Security, the Director, Intelligence Operations, the Director, Intelligence Analysis and Monitoring, and the Director, Departmental Security.
  2. The Director General, Security, is designated as the senior Correctional Service Canada authority on safety and security issues within the Service.
  3. The Director General, Security, will:
    1. ensure security policies and procedures are knowledge and research-based
    2. provide direction and support to regions in relation to policy, safety and security issues
    3. inform the Assistant Commissioner, Correctional Operations and Programs, of any issues or deficiencies arising from security policies, their procedures or implementation.
  4. The Director General, Security, will implement a framework for security intelligence operations and analysis.
  5. The Regional Deputy Commissioner will ensure the intelligence operations and analysis are supported at the regional level.
  6. The Assistant Deputy Commissioner, Institutional Operations :
    1. will oversee the implementation of operational protocols, policies and administrative controls to ensure consistent application of security information and intelligence procedures
    2. will establish a Regional Strategic Intelligence Committee
    3. is accountable for the planning and provision of direction on security operations and intelligence activities for the region
    4. will ensure that policies are effectively communicated to operational units
    5. will ensure that operational reviews of policies are conducted on a regular basis and that any issues arising from policies, procedures or their implementation are reported in a timely manner to National Headquarters.
  7. The Institutional Head/District Director will ensure there is an effective intelligence function at each operational site and engage staff in its support.
  8. The Deputy Warden/Associate District Director or Area Director will address and manage operational issues to promote a safe and secure environment.
  9. The Security Intelligence Officer and the Security Intelligence staff are responsible for the collection and analysis of information from all sources and the development of intelligence to enhance public safety.
  10. When CSC staff is requested by a law enforcement organization for the collaboration or services of an offender in the pursuit of justice, the manager responsible and/or the Security Intelligence Officer (SIO) will contact the Director, Intelligence Operations, Policy and Programs at NHQ [GEN-NHQIOPP@csc-scc.gc.ca].
  11. All staff will immediately report any situation that could jeopardize the safety and security of an operational unit, individuals or the protection of society.

PROCEDURES

Management of Security Information and Intelligence

  1. The management of security information and intelligence will adhere to Treasury Board Policy on Government Security and the following Commissioner's Directives:
    1. CD 568-1 ’ Recording and Reporting of Security Incidents: to support the recording, reporting and sharing of security incidents in a timely manner
    2. CD 568-2 ’ Recording and Sharing of Security Information and Intelligence: to ensure timely recording and sharing of security information and intelligence to promote dynamic security
    3. CD 568-3 ’ Identification and Management of Security Threat Groups: to provide direction on managing organizations and individuals who pose a serious threat to CSC operations and compromise the protection of society
    4. CD 568-4 ’ Preservation of Crime Scenes and Evidence: to ensure crime scenes are safeguarded in order to prevent the destruction or contamination of evidence
    5. CD 568-5 ’ Management of Seized Items: to establish standards for the seizure, safekeeping, forfeiture, return and disposal of contraband and unauthorized items
    6. CD 568-6 ’ Creation, Control and Handling of Preventive Security and Intelligence Files: to provide direction for the management of preventive security files
    7. CD 568-7 ’ Management of Incompatible Offenders: to provide direction for the identification and management of incompatible offenders
    8. CD 568-8 ’ Authority for Use of Surveillance Equipment: to establish the requirements and authorities for the use of surveillance equipment
    9. CD 568-9 ’ Management of Human Sources: to provide direction for the management and safety of offenders acting as human sources while serving a sentence
    10. CD 568-10 ’ Interception of Inmate Communications: to provide direction to staff and define the prescribed circumstances under which the lawful interception of communications between an inmate and another person may be requested, authorized and conducted.

DEFINITIONS

Dynamic security: regular and consistent interaction with offenders and timely analysis of information and sharing through observations and communication (e.g. rapport building, training, networking, intelligence gathering and strategic analysis). Dynamic security is the action that contributes to the development of professional, positive relationships between staff and offenders, and is a key tool to assess an offender's adjustment and stability.  

Need to know: information that is pertinent and necessary to an individual performing his/her duties.

Security information: information that may result in the identification of a potential threat to the safety of individuals, the community or the security of the institution.
