FOR IMMEDIATE RELEASE

CSC POLICY ON THE USE OF RESTRAINT EQUIPMENT AMENDED

Ottawa, July 9, 2004 - As a result of joint consultation between the Correctional Service of Canada (CSC) management and union representatives of UCCO-SACC-CSN, the policy on the use of restraint equipment has been amended today to permit all federal Correctional Officers in direct contact with inmates in maximum, medium, and multi-level security institutions to carry handcuffs. This amendment is effective immediately.

Previously, restraint equipment was available at all control posts but was not carried on a person unless it was required by the situation and had been authorized by the Institutional Head.

The amendment to Commissioner Directive 567-3 "Use of Restraint Equipment," paragraph 18 was made in response to the changing offenders profile in the federal correctional environment.

CSC continuously evaluates security equipment and procedures in its commitment to ensure safety of its staff.
