DISTURBANCE AT MILLHAVEN INSTITUTION

BATH, ON, April 24, 2006 - On April 24, 2006 at approximately 1700 hours, offenders in J unit were released from their cells for range activities. Immediately following the opening of the cell doors, inmates on two ranges started to barricade their cell doors open and blocked the view to the ranges by hanging up curtains.

Correctional officers in the area began verbal intervention, however inmates did not respond, and subsequently OC gas was deployed on the two ranges in an effort to gain compliance from the inmates. Inmates continued to barricade the range and started fires.

The Institutional Emergency Response Team was deployed to J unit to restore order. At approximately 2130 hours the ranges were secured and inmate counts were completed. The OPP and ambulance services were contacted and they remained on site until order was restored.

One inmate was removed from the institution by ambulance with non life-threatening injuries, and has since returned from outside hospital. There were no injuries to staff during the disturbance.

CSC is committed to ensuring the safety and security of its staff and inmates. The OPP Pen Squad will be attending the institution to investigate this incident. In accordance with CSC policies an investigation will be conducted into this incident.
