KINGSTON, ON, April 23, 2007 - On April 22, 2007 at the 16:30 count an inmate was found to be missing. An immediate search was conducted of the property and he was not located. Police were immediately notified.
Missing is Brent Dowdall, he is serving a life sentence for second degree murder. His sentence commenced November 14, 1991. He has been at Frontenac Institution since March 2005. Mr. Dowdall is caucasian, 5 feet 9 inches and weighs 141, has brown hair and hazel eyes. If you see this inmate please contact your local police department or Crime Stoppers.
Frontenac Institution is a minimum security institution that can accommodate 193 inmates. It is located behind Collins Bay Institution on Bath Road.
Minimum security inmates are those who have been assessed as presenting a low escape risk, low risk to the public in the event of escape and who display progress in dealing with identified problem areas identified though their correctional plan participation.
This is the second escape from Frontenac this year. Last year we had two escapes.
The Correctional Service of Canada will be conducting a full investigation into the circumstances surrounding this escape.
