Energy and Water Conservation

PURPOSE

  • To promote environmentally responsible and efficient management of energy and water use at CSC facilities, consistent with the principles of sustainable development
  • To contribute to cost savings and to the reduction of atmospheric releases (namely greenhouse gases, NOx and SOx) associated with energy production and use through energy efficiency
  • To contribute to cost savings and to the reduction of the environmental impacts of withdrawing, treating and using water through water conservation initiatives

APPLICATION

  • Applies to all CSC facilities and other buildings owned by CSC (henceforth, referred to as institutions) that consume energy and water

RESPONSIBILITIES

  1. The Institutional Head and his/her delegates will be accountable to ensure compliance with the provisions of this Internal Services Directive (ISD).
  2. In collaboration with the Assistant Warden, Management Services, and the regional Technical Services staff, the Chief, Facility Management (CFM), will be responsible for overseeing and monitoring energy and water consumption management activities and evaluating the effectiveness of conservation efforts.
  3. CSC's Environmental Protection Programs staff will provide assistance as required.

PROCEDURES

  1. CSC Design Coordinators will design all buildings to use at most 1,000 megajoules (MJ)/square meter (m2)/year (excluding electrical plug loads and process loads).
  2. CSC Design Coordinators will take into consideration the energy and water efficiency measures described in the most recent version of the Green Building Design Checklist and will implement these measures in construction and renovation projects, where applicable.

REQUIREMENTS

Energy Management and Monitoring

  1. The CFM and his/her delegates will manage the CSC Energy Monitoring Protocol (EMP) for energy use at all CSC institutions which requires recording the institutional energy use data from various sources (electricity, natural gas, heating oil, propane, and diesel oil) and the dates of the billing period recorded on the utility bills in the EMP.
  2. The CFM and his/her delegates will ensure that preference is given to the use of ultra-low sulfur oil such as no. 2 oil or diesel fuel, where institutions use heating oil as their primary or back-up fuel. Preference will also be given to diesel oil blended with alcohol as an option, where available and economically viable.
  3. The CFM will complete a review of the institution's main heating systems at least once annually in order to ensure that they are being properly maintained. An annual tune-up of each boiler will be conducted and will provide updated data concerning its nitrogen oxides (NOx) and/or sulfur oxides (SOx) emissions and efficiency characteristics. These activities will be integrated into the institution's Maintenance Management System (MMS).

Energy Conservation Plan

  1. The Institutional Head and his/her delegates will annually review and update the Institutional Energy Conservation Plan (ECP) detailing energy conservation measures to be implemented.

Water Management and Monitoring

  1. The CFM and his/her delegates will manage the CSC Water Consumption Monitoring Protocol (WCMP) for water use at all CSC institutions from the main supply system which requires recording the institutional water use and the dates of the billing period from the utility bills or the main water meter (and/or the water meters at selected points) in the WCMP.
  2. The CFM will ensure that all new systems, devices and equipment that require a cooling medium in order to operate will, to the extent possible, use air for that purpose as opposed to non re-circulated potable water.

Water Conservation Plan

  1. The Institutional Head and his/her delegates will annually review and update the Institutional Water Conservation Plan (WCP) detailing water conservation measures to be implemented.

Water Leaks

  1. The CFM will conduct visual inspections of the institution's accessible water distribution system when water leaks are suspected.
  2. The CFM will ensure that detectable leaks in the institution's potable water distribution system are repaired as soon as possible.

REPORTING

  1. The CFM will monitor and compare the institution's total energy and water consumption for the current year with that of the comparable period for the previous year as computed in the "Institution" tab of the EMP and WCMP. The CFM or his/her delegates will, at least once annually, report this information, as well as information on the progress of the ECP and WCP, to the Environmental Management Committee (EMC) and will investigate significant over-consumption observed. An example report is included in Annex B and Annex C, respectively.

RECORDS

  1. All documents required in this ISD (namely utility bills, Energy Conservation Plans, and Water Conservation Plans) must be kept for at least five years following the date of issue.

AWARENESS

  1. The Institutional Head and his/her delegates will ensure that staff and inmates are informed, as appropriate, regarding energy and water conservation measures that will be implemented as a part of the Institutional ECP and WCP.

DEFINITIONS

Energy Monitoring Protocol (EMP): tracks the total amount of energy, except for vehicle fuel, that is consumed for each billing period by each institution or by a complex of institutions on a single distribution system. Specific instructions for inputting energy use data in the EMP is available in each region's Y:\Environment folder titled "Guide to Using EMP."

Environmental Management Committee (EMC): a permanent committee established at each institution by the Institutional Head and his/her delegates which is responsible for making tangible improvements in environmental management within the operational units.

Megajoule (MJ): a unit of energy.

Nitrogen oxides (NOx): a set of compounds that are emitted from internal combustion systems such as boilers, furnaces and generators which use natural gas or heating oil as fuel and contribute to acid rain and smog.

Square meter (m2): a unit of area.

Sulfur oxides (SOx): a set of compounds that are emitted from internal combustion systems such as boilers, furnaces and generators which use diesel or heating oil as fuel and contribute to acid rain and smog.
