Electronic Security Systems

PURPOSE

  • To support CD 560 – Dynamic Security and Supervision by designing systems that provide a safe environment to support staff presence and appropriate interactions and interventions with offenders
  • To support CD 564-2 – Departmental Physical Security by designing systems to be compliant with the Policy on Government Security and related directives and standards
  • To establish standards and define the authority for electronic security systems that are physically and logically isolated within each institution or Community Correctional Centre due to the operational security nature of the systems

APPLICATION

Applies to all identified electronic security systems at all institutions, as identified in GL 340-1 – Electronic Security Systems Scope, and Community Correctional Centres, as identified in CD 714 – Community Correctional Centre Standards

RESPONSIBILITIES

  1. The Director General, Technical Services and Facilities, is responsible for:
    1. establishing and approving national technical requirements, standards, specifications and statements of work for all new electronic security systems for institutions and Community Correctional Centres
    2. the acquisition and deployment of all new electronic security systems for institutions and Community Correctional Centres
    3. operator and maintainer training for all new electronic security systems for institutions and Community Correctional Centres.
  2. The Director General, Security, is responsible for establishing operational and departmental security requirements for electronic security systems for institutions and Community Correctional Centres.
  3. The Director General, Preventive Security and Intelligence, is responsible for establishing operational requirements for intelligence-related electronic security systems for institutions and Community Correctional Centres.
  4. The Chief Information Officer is responsible for the approval of the connection of any electronic security systems to the IM/IT infrastructure and the installation of any new software or hardware on the IM/IT infrastructure.
  5. The Director, Electronic Security Systems, will:
    1. establish the technical requirements to meet the operational requirements for electronic security systems
    2. evaluate for possible approval all proposed electronic security systems that do not have existing technical requirements
    3. evaluate for possible approval any electronic security systems that are not in compliance with existing technical requirements
    4. review for possible approval all the electronic security systems proposed in any facility construction or renovation.
  6. The National Chief, Electronic Systems Maintenance, will:
    1. assign system maintenance responsibilities for new systems. This is done by the installation hand-over report with requisite training on new systems
    2. ensure that all assigned systems are properly incorporated into the institution’s and the Community Correctional Centre’s Electronic Security Systems Maintenance Information System
    3. ensure preventative maintenance routines are defined and implemented
    4. ensure corrective maintenance is performed.
  7. The Institutional Head or District Director will ensure that the Assistant Warden, Operations, the Manager of Operations, or the Community Correctional Centre Manager properly incorporates all new systems into the institution’s or the Community Correctional Centre’s Standing Orders, including logging of operational tests.

PROCEDURES

Proposals for the Installation of Equipment and Systems

  1. Proposals for the procurement and/or installation of security electronic equipment and systems will be developed in consultation with the Assistant Warden, Operations, the Manager of Operations, or the Community Correctional Centre Manager or delegate as well as with preventive and departmental security and technical specialists, both at Regional and National Headquarters, to ensure they meet existing national technical requirements. All proposals will receive regional recommendation from the Regional Administrator, Technical Services, prior to being submitted to the Director General, Security, or the Director General, Preventive Security and Intelligence, as appropriate, at National Headquarters for review and possible approval.

System Design Considerations

  1. Approval of the procurement of a device or system will primarily consider integration with existing electronic security systems, as well as its cost, durability, and maintainability.
