What has changed?

In order to remove superfluous steps and increase the efficiency of the communication process regarding high profile offenders, once a high profile offender flag has been entered in the Offender Management System (OMS), it will no longer be necessary for Parole Officers to determine if a decision or event is likely to generate significant public interest. Instead, for all approved decisions or events for which CSC is the decision-making authority and for all proposed decisions or events for which the Parole Board of Canada (PBC) is the decision-making authority, the Parole Officer will provide notification by sending an e-mail to the regional distribution list, including the GEN NHQ High Profile – Cas Notoire generic e mail address. Following the reception of the notification, the Communications and Engagement (CE) Sector will assess the information and will determine the appropriate briefing requirements for levels other than local and regional.

As of this date, the following paragraphs are to be considered as amendments to the policies listed below. The changes will be incorporated into these policies when they are next reviewed.

CD 701 — Information Sharing

Paragraph 3e. is replaced with the following:

  1. "3. The Institutional Head/District Director:
    1. will ensure processes outlined in the "High Profile Offenders" section of this Directive are respected." (A Memo to File no longer needs to be prepared for high profile offenders.)

Paragraph 43 is replaced with the following:

  1. "43. Following either an approved (CSC decision-making) or proposed (PBC decision-making) decision or event regarding an offender with a high profile offender flag, the Institutional Head/District Director will ensure the Parole Officer forwards an e-mail notification to the regional distribution list, including the GEN-NHQ High Profile – Cas Notoire generic e-mail address. The e-mail must include, at a minimum, the following:
    1. the offender’s name
    2. his/her FPS number
    3. the region in which the offender is located
    4. an indication of the approved or proposed decision or event
    5. the approximate date and timeframe of the event."

Paragraph 45 is replaced with the following:

  1. "45. The regions are responsible for creating and maintaining their distribution list and for ensuring that the GEN-NHQ High Profile – Cas Notoire generic email address is included in the list."

CD 710-2 — Transfer of Inmates

Paragraph 21 is replaced with the following:

  1. "21. If a transfer involves an inmate with a high profile offender flag, the procedures regarding high profile offenders will be followed pursuant to CD 701 – Information Sharing."

GL 710-2-3 — Inmate Transfer Process

Paragraph 10 is replaced with the following:

  1. "10. If a transfer involves an inmate with a high profile offender flag, the procedures regarding high profile offenders will be followed pursuant to CD 701 – Information Sharing."

CD 710-3 — Temporary Absences

Paragraph 62 is replaced with the following:

  1. "62. If a temporary absence involves an offender with a high profile offender flag, the procedures regarding high profile offenders will be followed pursuant to CD 701 – Information Sharing."

CD 710-7 — Work Releases

Paragraph 39 is replaced with the following:

  1. "39. If a work release involves an offender with a high profile offender flag, the procedures regarding high profile offenders will be followed pursuant to CD 701 – Information Sharing."

CD 712-1 — Pre-Release Decision Making

Paragraph 75 is replaced with the following:

  1. "75. If a review involves an offender with a high profile offender flag, the procedures regarding high profile offenders will be followed pursuant to CD 701 – Information Sharing."

CD 712-4 — Release Process

Paragraph 42 is replaced with the following:

  1. "42. If a release involves an offender with a high profile offender flag, the procedures regarding high profile offenders will be followed pursuant to CD 701 – Information Sharing."

CD 715-1 — Community Supervision

Paragraph 58 is replaced with the following:

  1. "58. If an event involves an offender with a high profile offender flag, the procedures regarding high profile offenders will be followed pursuant to CD 701 – Information Sharing."

CD 715-2 — Post-Release Decision Process

Paragraph 60 is replaced with the following:

  1. "60. If a review involves an offender with a high profile offender flag, the procedures regarding high profile offenders will be followed pursuant to CD 701 – Information Sharing."

CD 719 — Long-term Supervision Orders

Paragraph 67 is replaced with the following:

  1. "67. If a review involves an offender with a high profile offender flag, the procedures regarding high profile offenders will be followed pursuant to CD 701 – Information Sharing."

CD 784 — Information Sharing Between Victims and the Correctional Service of Canada

Paragraph 12g. is replaced with the following:

  1. "12. The Regional Victim Services Manager will:
    1. provide advice to the Regional Deputy Commissioner in the formulation of requests for exemption under paragraph 8(2)(m) of the Privacy Act, decisions to deny information disclosure to victims, etc."

Paragraph 13j. is replaced with the following:

  1. "13. The Victim Services Officer will:
    1. assist in the formulation of requests for exemption under paragraph 8(2)(m) of the Privacy Act and decisions to deny information disclosure to victims."

How was this policy developed?

These amendments result from discussions held between the Correctional Operations and Programs Sector and the Communications and Engagement Sector, in cooperation with the Strategic Policy Division.

Expected cost?

Net savings as identified through the recent case management streamlining exercise pending an assessment of resourcing impact on the CE Sector.

Other impacts?

Changes will be incorporated into other impacted policies (mentioned in the beginning of this Bulletin) next time they are reviewed.
