Why was the policy changed?

Guidelines 800-5 have been changed in order to remove a requirement with respect to an inmate’s request for sex reassignment surgery, thereby better aligning CSC’s policy with community and international standards.

What has changed?

Paragraph 5 has been revised, as CSC will no longer require that an inmate’s 12-month experience in an identity-congruent gender role occur prior to incarceration. In other words, the 12-month experience may occur during incarceration.

How was it developed?

This policy change was made by Health Services in consultation with Strategic Policy and Legal Services, and in keeping with international standards.

Who will be affected by the policy?

CSC Health Services staff will be affected by the policy change as it will impact their review of an inmate’s request for sex reassignment surgery.
