10. It is recommended that for each incident for which chemical agents/inflammatory sprays are to be used they be used only upon the specific authority of the person who is in charge of the institution at that time. This will be done in accordance with the Commissioner's Directives and Standard Operating Procedures. The person in charge must make himself/herself aware of the reason for the request for chemical agent/inflammatory spray before authorizing its use.

CSC'S RESPONSE:

The requirement for approval of the person in charge of the institution prior to the use of chemical agents/inflammatory sprays is current practice within CSC, except in cases where the nature of the emergency prevents such pre-authorization. Adherence to this requirement is monitored through Use of Force Reports which document reasons for the force used. This requirement will be further reinforced in a new Commissioner's Directive on "Management and Control of Situations That Jeopardize the Security of the Institution."
