41. It is recommended that all Standard Operating Procedures, Commissioner's Directives, Regional Instructions and Standing Orders contain a definition to ensure that terminology used within is clearly understood by staff.

CSC'S RESPONSE:

CSC concurs that a "Definitions" section is required to explain new or not commonly understood terms. CSC's Standard Operating Practices on Policy Development (SOP 200) notes that a Definitions section should be included in these situations. The common use of a "Definitions" section is relatively new (within last six months) and therefore may not have been apparent in policy documents reviewed by the Coroner's Inquest.

The current wording of SOP 200 makes reference to the Definitions Section only with respect to Commissioner's Directives. This wording will be amended to ensure that the importance of including definitions of new or not commonly understood terms in all types of policy instruments (Commissioner's Directives, Standard Operating Practices, Regional Orders and Institutional Standing Orders) is stated clearly. As the CD and SOP on Policy Development are currently undergoing the regularly scheduled 2-year review, these amendments will be completed by March 2000.
