Description of Program:

The Circles of Support and Accountability, established 16 years ago, today has hundreds of branches across the country. This community program focuses on reducing the risk of re-offending among sex offenders by helping them reintegrate and holding them accountable for their actions. With weekly meetings, our Restorative Justice based program was statistically proven to benefit these men: the occurrence of repeat offences has dropped drastically. Our mandate is therefore to lower the number of victims to zero. Volunteers accepted.

Target Groups: Sex offenders finishing their federal term

Description of Training: CSRQ accredited volunteer

An overview of sexual assault statistics, societal prejudices with regard to sex offenders and reality, an explanation of the justice system and various sentences, a presentation of Circles of Support and Accountability and how they work, and a screening of a film meant to broaden understanding of the reality sex offenders must face. This also includes a presentation on sexual deviance. (One full day of training)

Restorative Justice Programs and Services

Centre de services de justice réparatrice (CSJR) – Surrogate Victim/Offender Meetings

Description of Program:

A number of victim/offender meetings are held in institutions or communities. These meetings include four victims of crime, four offenders who committed similar crimes, two community representatives and two facilitators. These weekly meetings take place over a course of seven weeks and are three hours in length. Some focus on issues surrounding incest. 

CSJR promotes Restorative Justice in the community through articles, interviews and workshops. It has also organized a public exhibition of artwork by victims of crime as part of the National Victims of Crime Awareness Week.

This exhibition, which includes testimonials and an art-therapy session, is currently in demand by some correctional institutions. Volunteers accepted.

Target Groups: Victims of crime, offenders and individuals who have an interest in Restorative Justice

Description of Training:

This training targets new facilitators for inmate–victim meetings and comprises several training modules on victimology, criminology, group dynamics, restorative justice and, particularly, supervisory practices.

Commun Accord

Description of Program:

Commun Accord - Organisme de Justice Alternative is a community organization that promotes the development and maintenance of alternative justice practices and educational activities focussing on peace in the community. We take part in managing and applying some of the measures set out in the Youth Criminal Justice Act, such as criminal mediation. We guide theindividuals concerned through the process of repairing the harm caused. 

We provide citizen social mediation services for all Drummondville RCM residents who have experienced conflict involving interpersonal relations, neighbourhood relations or criminal acts. Through the Bridges Program, we also support schools that want to promote restorative justice practices. Volunteers accepted.

Target Groups: Individuals in the RCM, schools and prisons

Description of Training:

We offer training adapted to the needs of the groups concerned. The training focuses on community empowerment in sound conflict management.

Description of Program:

The mission of the Conseil des Églises pour la Justice et la Criminologie is to promote Christian-based preventive and restorative justice by working with the legislator, offender, victim, community and society through research and support for groups and individuals as they take steps towards growth. The CEJCQ sets itself apart through its involvement in promoting activities during the annual Restorative Justice Week and other events of this kind; its promotion of the different resources available to victims of crime; its work with female inmates and lifers; its promotion of alternatives to incarceration, in the community; and its continuous training of volunteers, partners and stakeholders.

The CEJCQ promotes a collaborative process through voluntary participation to allow the parties, namely the victim, offender and community members, to be directly involved in jointly rectifying the wrongs caused to victims of crime or conflict. This will be done by focussing on the affected person’s needs and by having the victims, offenders and community members engage in dialogue. Volunteers accepted.

Description of Training:

Lectures and training sessions are given during Restorative Justice Week. The content of the training changes every year, depending on the theme set by CSC. We also have one resourcing day in May intended exclusively for volunteers in correctional facilities and in the community.

The Faculty of Law at McGill offers two courses related to conflict resolution in connection with the law degree:

  • Comparative Legal Institutions - an introduction to the field of alternative dispute resolution through theory and practical exercises. Negotiation, facilitation, mediation, and preventive tools such as systems designing and partnering are taught. The emphasis is on building skills that will be useful in dispute resolution work, whether as an advocate or as a third-party neutral.
  • Resolution of International Disputes - a seminar dealing with dispute resolution between states, between states and individuals, and between private parties. The course examines the complex interplay between the rules of public and private international law.

The Département des relations industrielles (Industrial Relations Department) offers a certificate program in human resource management. It is a part-time program for mature students already working in the human resource/industrial relations sector. Many of the courses deal with labour-management relations. One course, in particular, deals with conflict management:

  • GRH-1300 - Gestion moderne des conflits (modern conflict management) - presents negotiation techniques, in a union or non-union context, to develop a better understanding of conflict management. Topics include: principle-based negotiation; developing partnership agreements and social contracts; working with committees; and communications.
