Privacy impact assessment summary

Exchange of Personal Information between Correctional Service Canada and Passport Canada

There is a signed Memorandum of Understanding (MOU) between Correctional Services Canada (CSC) and Passport Canada (PC) whereby CSC "will provide Passport Canada with immediate, electronic information on all individuals either incarcerated or on parole, who may not be eligible for passport services." Passport Canada will use the information to refuse or revoke the passports of offenders in accordance with the terms of the Canadian Passport Order and the Correctional and Conditional Release Act (CCRA) which outline the obligation of offenders to remain in Canada.

The purpose of the PIA was to identify the privacy related risks and the security risks, as they relate to privacy, associated with CSC disclosing personal information to PC and, where applicable, propose ways to mitigate those risks.

The MOU was designed to assure the highest level of protection for the personal information that will be shared between the two departments. As well, CSC is bound by the CCRA and also has privacy protection mechanisms already in place which provide additional safeguards for the protection of the offender’s rights as defined in the Privacy Act.

Privacy risks have been identified as part of the assessment and are being addressed.
