Background
In the summer of 1999, CSC was asked to participate in an assessment of corrections in Kosovo. Following the assessment, CSC assigned managers in September, 1999, to work with and assist the United Nations Interim Mission in Kosovo (UNMIK) in its efforts to reconstruct a prison system in Kosovo which operated in accordance with the rule of law and international standards of human rights.

CSC experts from across the country were sent in 3-month deployment cycles to aid in the reconstruction of the Kosovo Correctional Service (KCS), focussing on the dual role of strategic planning and training.

The first two years of CSC's involvement were spent concentrating on the development of a strategic plan and policy development towards the establishment of an independent Kosovo Correctional Service (KCS), as well as continued recruitment and training of local correctional officials. For the next two years, CSC continued to assist in the strengthening of correctional institutions in Kosovo and concentrated on the mentoring of prison administrators and prison guards. This final phase provided: basic training and refresher courses to KCS prison guards; the design and delivery of management programs for prisons managers; CSC experts to mentor KCS managers; executive support for Penal Management; and, the increased co-ordination with UNMIK and other donors.

Expected results
The program was geared to the establishment of a strong cadre of operational staff and managers who operate a correctional system that provides for the fair and humane detention of offenders and accused persons, as well as the increased awareness by Kosovars of the need to conduct all operations in accordance with the rule of law and applicable standards of human rights and correctional operations.

This project finished in June 2003.
