The International Relations office began its involvement with Benin in 1999 when an exchange of visits between the Correctional Service of Canada (CSC) and Benin were conducted. A CSC delegation in July of 1999 conducted an assessment of the correctional system of Benin to identify areas in which Canada could be of assistance to the Beninois. The visit was returned in December of 2000 when CSC hosted a small delegation of Beninois correctional officials who toured Canadian penitentiaries and outlined potential areas of future cooperation between CSC and Benin.

In October of 2001, Serge Trouillard from the Québec region went to Benin for a six month term as a technical advisor to the Director of the Penitentiary Administration. Mr. Trouillard's objectives were to assess the situation and develop a strategy for supporting Benin's correctional goals and determining the nature and scope of any assistance that Canada could offer.

There are no projects or future initiatives currently being considered between CSC and Benin.
