
CSC's relationship with Japan dates to 1999 and involves primarily hosting Japanese delegates from various facets of their criminal justice system. In March, 2005, following a high profile sex-offender case in Japan, CSC hosted an official from the Corrections Bureau, Ministry of Justice of Japan. Following this visit, CSC received a request for Dr. Bruce Malcolm, Coordinator of CSC's Sex Offender Programs at the time, to visit Japan and talk on sex-offender assessment and treatment programs. During his visit, Dr. Malcolm was interviewed and filmed by a Japanese television network where he responded to questions regarding Canada's practices for treating sex offenders. In September, Japan Broadcasting Corporation was allowed access to Millhaven and Warkworth Institutions to film a documentary on CSC's sex-offender treatment programs, which aired in Japan in October 2005.
In November, 2005, CSC hosted a delegation from the Ministry of Justice of Japan, including a probation and parole officer, who returned to Ottawa in January, 2006, to complete a ten-week assignment with CSC's Research Branch. His focus was on offender risk/needs assessment and offender reintegration. In February, 2006, CSC hosted another visit of officials from the Japan Ministry of Justice interested in correctional research and programming.
Dr. Bruce Malcolm completed a second visit to Japan in June 2006 to address additional topics in sex offender programming.
