
Following an initial visit to Canada by the Commissioner of the Namibian Prison Service (NPS) in September 1998, the Correctional Service of Canada (CSC) and the NPS agreed to pursue a joint collaboration on areas of mutual interest and assistance for Namibia. Two CSC staff members deployed to Namibia in May, 1999, to carry out a needs assessment and identify areas of future collaboration. Since then, CSC experts have travelled several times to Namibia to engage in information-sharing and technical assistance programs. Some of the areas of CSC participation in Namibian correctional reform include: development of an automated offender management system; development of basic intake assessment instruments; development of an offender classification system; Correctional Officer and Parole Officer Induction training; research at the Addictions Research Centre (6-month internship of two NPS staff); the development of case management policies and operating practices (framework for Case Management Manual); and training in Unit Management for piloting at Windhoek Central Prison (January to March 2005).
The most recent initiative involved Unit Management Training in Namibia. The NPS is shifting to a Unit Management model in their institutions and approached CSC to provide training in Unit/Case Management and Security Intelligence. A small team of Canadian correctional experts was deployed to the NPS in early January 2005 to deliver training to a selected group of NPS staff for an 8-week period.
