In March 2001, the Correctional Service of Canada (CSC) hosted a six-month visit of the Chief Financial Officer of the New Zealand Department of Corrections. The purpose of the visit was to get a strategic overview of CSC operations and functions, to observe how CSC develops and implements strategic plans and policies, and to assess CSC approaches and strategies in dealing with women and Aboriginal offenders and in providing health services to offenders.

As a direct result of the success of this assignment, New Zealand approached CSC in December 2003, for experienced practitioners to look at the design and operation of the specialist prison units throughout New Zealand. A specific request was made for CSC experts to review the design of the youth units, the Maori focus units, and the self-care units. A CSC staff member from the Programs Division was selected to participate in this initiative and completed a six-week assignment from September 13 to October 22, 2004.
