
CSC has made two visits to the Caribbean by request of the government of Saint Lucia. The first visit in January, 2002, was made by former Commissioner of CSC, Lucie McClung and former Solicitor General, Lawrence MacCaulay, to discuss possible future cooperation between CSC and Saint Lucia. The second visit by CSC to Saint Lucia was in March of 2002, in collaboration with the Foreign Affairs Canada Human Security Program, to conduct a needs assessment as an initial step towards developing a long-term technical assistance project to support prison and criminal justice reform efforts. The needs assessment was completed and submitted to the government of Saint Lucia in the Spring of 2002.
CSC also hosted a delegation from Saint Lucia in February of 2002. Mrs. Sarah Flood-Beaubrun, Minister of Home Affairs and Gender Relations of St. Lucia, and her Permanent Secretary, Ms. Marcia Philbert-Jules conducted a study tour. Their areas of focus were: correctional operations and programs; women offenders; young offenders; security; knowledge management; and, policy.
