Since Tanzania achieved independence in 1961, Canada has provided development assistance in numerous ways, including educational, military and agricultural information and materials. In 2003, the Swedish Raoul Wallenberg Institute for Human Rights, under the authority of the United Nations Development Programme (UNDP), issued a report entitled a "Needs Assessment to Strengthen Capacities of Law Enforcement Officers for Conflict Mediation and Security Matters". The Governments of Sweden, Canada and the United Kingdom, through the support and funding of the UNDP's "Project to Strengthen Capacities to Improve Human Rights Standards in Tanzania", have worked together to support this initiative.

In November 2003, as part of the logical implementation framework, the Principal Commissioner of Prisons of Tanzania, Mr. Nicas P. Banzi and his Deputy Commissioner, Mr. Fidelis Martin Mboya, participated in a study tour of correctional facilities in Canada.

In March 2005, the Tanzania Prisons Service informed the Correctional Service of Canada (CSC) that the UNDP has set aside funds from the Democratic Governance Thematic Trust Fund for the development of a Management Information System (MIS). The Tanzania Prison Service has requested technical assistance to undertake a needs assessment and develop an implementation plan for the Management Information System. The need to improve communication and build information sharing capacity was clearly highlighted in the 2003 Wallenberg Needs Assessment Report as an area requiring early strategic planning. As such, the International Relations directorate supported a two-month assignment of two CSC employees to the region during the summer of 2005.

CSC received a request in December 2006 for continued assistance with activities to support OMIS implementation in designated TPS pilot sites. CSC's participation in this project has yet to be confirmed.
