Ross Toller

Ross Toller was appointed Regional Deputy Commissioner (Ontario) in August 2008.

Ross's career began in 1978 when he joined the Correctional Service of Canada (CSC) as a Correctional Officer. He has held a number of positions in the Service since then: Classification Officer, Deputy Warden, Executive Director, Assistant Deputy Commissioner, Regional Deputy Commissioner in Prairie Region, and Assistant Commissioner, Correctional Operations and Programs.

Ross was a past member of an Institutional Emergency Response Team, as well as a crisis negotiator and has received numerous awards and certificates.

He has represented the Correctional Services on a number of key files.

  • Advisor to the Nunavut Territorial Justice Developments, pre-territorial date: advised in the development of their Correctional System.
  • Advisor to the United Nations through CSC: formulated correctional needs assessment (Kosovo) resulting in accepted recommendations for a correctional presence in rebuilding correctional systems.
  • Led the major project implementation for the first-ever federal no-smoking ban.
  • He has represented the service in several Parliamentary and Senate Committee appearances across an array of files.

A native of Kingston, Ontario, Ross has a diploma in public administration from St. Lawrence College, as well as a Bachelor's degree in social sciences from Queens University.
