Fraser Macaulay has been Assistant Commissioner, Human Resource Management, since September 14, 2009. He joined the Correctional Service of Canada as Associate Assistant Commissioner, Human Resource Management, on January 5, 2009 after serving over 28 years with the Royal Canadian Mounted Police (RCMP).
Born in Montreal , Quebec , Fraser Macaulay started with the RCMP in 1980. Following his basic training at the Depot Division in Regina, Saskatchewan, he was posted in the Maritimes, where he served as a constable in various detachments, including Shediac, Moncton , Sussex , Hampton and Saint John. In 1991, he was promoted to the Corporal rank in the Saint John Drug Section. He was transferred in 1993 to Ottawa on the Headquarters Familiarization Program (now known as the Full Potential Program) and spent three years in various areas of Headquarters, including Staffing, Corporate Services, Integrated Proceeds of Crime, and the Commissioner's Secretariat. During this time, Fraser was promoted to Sergeant. In 1996, he became a Career Manager in Human Resources in London, Ontario and, in 1997, he was transferred to Vancouver, B.C., where he was commissioned to the rank of Inspector and worked in Staffing Policy and Recruiting. In 2000, Fraser returned to Ottawa as a Superintendent Career Development Officer in Executive Officer Staffing and Resourcing and was then promoted to EX-02 in Organizational Renewal and Effectiveness within RCMP Human Resources. He was then seconded to the Military Police in 2003 and returned to the RCMP in 2004 in the Community, Contract and Aboriginal Policing Services (CCAPS) Branch, where he worked in Aboriginal Policing, Youth Services, Crime prevention and Contract administration and renegotiation. He was Director General of the CCAPS Branch when he left the RCMP to join CSC.
Fraser was the recipient of a Commissioner's Commendation for Outstanding Service in 2008 with the RCMP, the Queen's Jubilee Medal in 2002, and a Commanding Officer's Commendation in 2000.
He holds a Bachelors Degree in Business Administration and completed the Certified Human Resource Professional program.
