Schedule I, Serious Harm, Risk and Need

Collins Bay Institution

The following graph describes the offender population at Collins Bay Institution. Please note that the following categories are not exclusive, as the same offender can be included in each category. In the ≤20 age category, 5 offenders committed a Schedule 1 offence, 4 caused serious harm, 5 were classified as high risk, and 6 were classified as high need. In the 21-30 age category, 109 offenders committed a Schedule 1 offence, 52 caused serious harm, 68 were classified as high risk, and 97 were classified as high need. In the 31-40 age category, 67 offenders committed a Schedule 1 offence, 32 caused serious harm, 51 were classified as high risk, and 66 were classified as high need. In the 41-50 age category, 39 offenders committed a Schedule 1 offence, 23 caused serious harm, 51 were classified as high risk, and 59 were classified as high need. In the 51-60 age category, 16 offenders committed a Schedule 1 offence, 6 caused serious harm, 18 were classified as high risk, and 19 were classified as high need. In the 61-70 age category, 3 offenders committed a Schedule 1 offence, 1 caused serious harm, 2 were classified as high risk, and 1 was classified as high need. In the 71+ age category 1 offender committed a Schedule 1 offence.

Fenbrook Institution

The following graph describes the offender population at Fenbrook Institution. Please note that the following categories are not exclusive, as the same offender can be included in each category. In the ≤20 age category, 2 offenders committed a Schedule 1 offence, 2 caused serious harm, 1 was classified as high risk, and 2 were classified as high need. In the 21-30 age category, 97 offenders committed a Schedule 1 offence, 58 caused serious harm, 58 were classified as high risk, and 74 were classified as high need. In the 31-40 age category, 78 offenders committed a Schedule 1 offence, 51 caused serious harm, 80 were classified as high risk, and 82 were classified as high need. In the 41-50 age category, 60 offenders committed a Schedule 1 offence, 51 caused serious harm, 75 were classified as high risk, and 76 were classified as high need. In the 51-60 age category, 16 offenders committed a Schedule 1 offence, 23 caused serious harm, 28 were classified as high risk, and 20 were classified as high need. In the 61-70 age category, 8 offenders committed a Schedule 1 offence, 8 caused serious harm, 5 were classified as high risk, and 3 were classified as high need. In the 71+ age category 2 offenders committed a Schedule 1 offence, 1 caused serious harm, 2 were classified as high risk and 1 was classified as high need.

Kingston Penitentiary

The following graph describes the offender population at Kingston Penitentiary. Please note that the following categories are not exclusive, as the same offender can be included in each category. There were no offenders in the ≤20 age category. In the 21-30 age category, 97 offenders committed a Schedule 1 offence, 58 caused serious harm, 58 were classified as high risk, and 74 were classified as high need. In the 31-40 age category, 78 offenders committed a Schedule 1 offence, 51 caused serious harm, 80 were classified as high risk, and 82 were classified as high need. In the 41-50 age category, 60 offenders committed a Schedule 1 offence, 51 caused serious harm, 75 were classified as high risk, and 76 were classified as high need. In the 51-60 age category, 16 offenders committed a Schedule 1 offence, 23 caused serious harm, 28 were classified as high risk, and 20 were classified as high need. In the 61-70 age category, 8 offenders committed a Schedule 1 offence, 8 caused serious harm, 5 were classified as high risk, and 3 were classified as high need. In the 71+ age category 2 offenders committed a Schedule 1 offence, 1 caused serious harm, 2 were classified as high risk, and 1 was classified as high need.

Reintegration Potential

Collins Bay Institution

One offender in the ≤20 age category was rated as having a high reintegration potential, while 6 were rated as medium and 2 were rated as low. In the 21-30 age category, 42 offenders were rated as having a high reintegration potential, 100 as medium, and 37 as low. In the 31-40 age category, 17 offenders were rated as having a high reintegration potential, 61 were rated as medium, and 35 were rated as low. In the 41-50 age category, 7 offenders were rated as having a high reintegration potential, 36 as medium, and 33 as low. In the 51-60 age category, 5 offenders were rated as having a high reintegration potential, 9 were rated as medium, and 15 were rated as low. In the 61-70 age category, 2 offenders were rated as having a high reintegration potential, 1 was rated as medium, and 1 was rated as low. There were no offenders in the 71+ age category.

Fenbrook Institution

One offender in the ≤20 age category was rated as having a high, medium, and low reintegration potential, respectively. In the 21-30 age category, 32 offenders were rated as high, 68 as medium, and 36 as low. In the 31-40 age category, 23 offenders were rated as having a high reintegration potential, 46 were rated as medium, and 54 were rated as low. In the 41-50 age category, 11 offenders were rated as having a high reintegration potential, 48 as medium, and 55 as low. In the 51-60 age category, 8 offenders were rated as having a high reintegration potential, 15 were rated as medium, and 21 were rated as low. In the 61-70 age category, 3 offenders were rated as having a high reintegration potential, 4 were rated as medium, and 5 were rated as low. In the 71+ age category, zero offenders were rated as having a high reintegration potential, 1 was rated as medium, and 2 as low.

Kingston Penitentiary

There are no offenders in the ≤20 age category. In the 21-30 age category, 1 offender was rated as having a high reintegration potential, 14 as having a medium reintegration potential, and 117 as having a low reintegration potential. In the 31-40 age category, 1 offender was rated as having a high reintegration potential, 13 were rated as medium, and 101 were rated as low. In the 41-50 age category, no offenders were rated as having a high reintegration potential, 6 as medium, and 70 as low. In the 51-60 age category, no offenders were rated as having a high reintegration potential, 1 was rated as medium, and 25 were rated as low. In the 61-70 age category, 3 offenders were rated as having a low reintegration potential. There were no offenders in the 71+ age category.

The number of institutional charges reported, across all federal institutions, are as follows: 47149 in FY 1999-2000, 44170 in FY 2000-2001, 42869 in 2001-2002, 40230 in FY 2002-2003, 34756 in FY 2003-2004, 30407 in FY 2004-2005, 35370 in FY 2005-2006, 48846 in 2006-2007, 43117 in FY 2007-2008, 35875 in FY 2008-2009 and 29118 in FY 2009-2010. The number of institutional charges reported in the Ontario region are as follows: 9337 in FY 1999-2000, 8274 in FY 2000-2001, 9174 in 2001-2002, 8413 in FY 2002-2003, 6212 in FY 2003-2004, 6126 in FY 2004-2005, 6658 in FY 2005-2006, 10873 in 2006-2007, 8816 in FY 2007-2008, 7100 in FY 2008-2009 and 6070 in FY 2009-2010. The number of institutional charges reported at the OC spray pilot sites are as follows: 3347 in FY 1999-2000, 3267 in FY 2000-2001, 4001 in 2001-2002, 3132 in FY 2002-2003, 2541 in FY 2003-2004, 2572 in FY 2004-2005, 2197 in FY 2005-2006, 3919 in 2006-2007, 3496 in FY 2007-2008, 3067 in FY 2008-2009 and 2316 in FY 2009-2010.
