13. It is recommended that after a chemical agent/inflammatory spray has been applied that officers wait the recommended time before a second application and/or before entering the cell.

CSC'S RESPONSE:

This requirement is included in training modules for staff on the use of chemical agents. This requirement will continue to be stressed by CSC's Use of Force trainers and was emphasized to these instructors at the National Use of Force Trainer's Conference held in Kingston on September 14-16, 1999.
