15. It is recommended that a communications policy be implemented to ensure that all inmates are aware of the procedures to be followed during a lockdown, especially as they relate to meals and movement.

CSC'S RESPONSE:

This requirement will be included in the Commissioner's Directive on "Management and Control of Situations That Jeopardize the Security of the Institution." General procedures relating to the requirement to inform staff and inmates of movement and the provision of meals will be included in this policy. Owing to the differences in institutional design, specific procedures are to be developed by each institution. As indicated in CSC's response to recommendation #16, the requirement of written communication from management to inmates during lockdown situations will enhance awareness and provide a consistent understanding of the procedures to be followed. Institutions equipped with speakers or intercom systems can use these methods to issue clear verbal instructions to both staff and inmates.
