CSC'S RESPONSE:
CSC supports the need for consistent information being shared to all offenders and staff. The Commissioner's Directive on "Management and Control of Situations That Jeopardize the Security of the Institution" will include the requirement that communications from management to both staff and inmates are to be shared in written format in order to ensure a consistent and clear message to all involved. Institutions equipped with speakers or intercom systems can use these methods to issue clear verbal instructions to both staff and inmates. Inmate committees, tier representatives and staff communicators can also be used to ensure clear communications during a lock-down.
