CSC'S RESPONSE:
CSC is of the opinion that the current policy on discipline provides sufficient flexibility to deal with all potential situations. Each case must be examined on its own merits. In the case of suspension without pay, such actions are initiated after consultation with a Staff Relations Officer and are used only in exceptional situations such as:
Within the existing disciplinary policy, and again based on the individual case, the manager has the opportunity of assigning the officer to another position within the institution pending the outcome of the investigation.
Given these options available to managers, CSC does not believe a separate submission to Treasury Board is warranted.
