70. It is recommended that with the issue of accountability a concern, that increased civilian oversight of CSC is required. An independent oversight committee shall be formed by the Ministry of the Solicitor General to conduct a study and report within 12 months to the Justice Committee of the Parliament of Canada. This committee shall determine what type of civilian oversight body should be established and the scope of its powers.

CSC'S RESPONSE:

There currently exists a number of civilian and independent oversight reviews of CSC's operations. Included are:

In addition, the Parliamentary sub-committee reviewing the CCRA may make representations for additional independent oversight, including independent adjudication for segregation decisions.

CSC has initiated a review of international correctional counterparts to determine the extent and use of oversight bodies. Once information has been received from these agencies, it will be used as a basis to assess, or benchmark, our current practices.
