Note on terminology:

Throughout this report, when the terms "lifer", "life sentence" or "life-sentenced offender" are used, they mean all offenders serving life or indeterminate sentences, unless otherwise specified. "Long term offender" means offenders serving life or indeterminate sentences plus those serving determinate sentences of ten years or greater.

The word "tripartite" in this report means the three partners Correctional Service of Canada, National Parole Board and the Life Line National Resource Group.
