POLICY OBJECTIVES

1. To ensure the accurate and timely recording of relevant preventive security information in order to promote dynamic security and ensure the safety and security of staff, offenders and the public.

2. To ensure that information contained in the Preventive Security files is reviewed regularly to maintain relevance.

AUTHORITY

3. Commissioner's Directive 568 - Management of Security Information.

DEFINITIONS

4. Information: knowledge acquired of specific events or situations.

5. Intelligence process: a systematic approach to the processing of information in order to develop valid inferences from available information, through the collection, evaluation, collation, analysis and dissemination of this information.

6. Need to know: the information is pertinent and necessary for the requester to perform his or her duties.

7. Security Intelligence Report: a report of conclusions and inferences that are supported logically through the various steps of the intelligence process.

8. Security incident: any real or suspected illegal, unauthorized or disruptive activity or situation that may affect the safety of individuals, the community or the security of the institution, including the possession of contraband.

RESPONSIBILITIES

9. The Institutional Head or District Director shall designate a staff member responsible for the preventive security function. (The designated person is normally the Security Intelligence Officer.)

10. The Security Intelligence Officer shall consult the Institutional Head or District Director (or delegate) on a regular basis to obtain direction on all matters.

PROCEDURES

11. In order to ensure the consistent recording of preventive security information, the following forms shall be used.

Officer's Statement/Observation Report

12. Staff shall use the Officer's Statement/Observation Report (CSC/SCC 875) to:

  1. report any information that may be considered of importance from a security intelligence perspective; and
  2. report any information of a potentially sensitive nature.

Incident Report

13. Security intelligence staff shall complete the Incident Report on the Offender Management System (OMS) to:

  1. report information concerning security incidents and situations (including those involving offenders and non-offenders);
  2. indicate whether there is hard copy information on file; and
  3. identify associates, incompatibles and contacts.

Security Intelligence Report

14. Security intelligence staff shall complete the Security Intelligence Report (CSC/SCC 232) to record any and/or all information received from any source, which leads to the development of intelligence.

15. Preventive security staff shall complete the Security Intelligence Report (CSC/SCC 232) to:

  1. record intelligence developed from information; and
  2. record all communications concerning offender and source activities.

Evaluation of Information

16. The evaluation of information is a process whereby the reliability of information is examined on the basis of the credibility of the source and the validity of the information.

17. When evaluating information, the intelligence process shall be adhered to.

18. When any information is received regarding a staff member, the Security Intelligence Officer shall immediately consult the Institutional Head or District Director (or delegate) on the matter. This consultation will take place and direction received prior to any information regarding a staff member being recorded on file.

19. All information recorded on Security Intelligence Reports shall be annotated specifying the reliability of the information and whether or not it is available for court purposes (by including or omitting the abbreviation "/C" at the end of the reliability code).

20. The reliability standards and the codes to be used on the Security Intelligence Reports are as follows:

  1. Unknown Reliability   U/R or U/R/C The Security Intelligence Officer is, at this time, unable to assess the reliability of the information received.
  2. Doubtful Reliability   D/R or D/R/C Refers to information which is believed unlikely at the time, although the element of possibility is not excluded; the information has not been definitely contradicted nor is it totally illogical within itself or in total disagreement with the general body of intelligence on the same subject.
  3. Believed Reliable   B/R or B/R/C Refers to information which gives every indication of being accurate, but which has not been confirmed; the information agrees somewhat with the general body of intelligence, is reasonable and consistent with other information on the same subject.
  4. Completely Reliable   C/R or C/R/C Refers to information which is substantiated or confirmed by one or more independent sources; the information is logical and consistent with other corroborated information on the same subject.

21. As well as assessing the reliability of the information, an assessment of the reliability of each source shall be made utilizing the same codes as outlined above.

22. The staff member performing the preventive security function shall forward copies of all Security Intelligence Reports, in a timely manner, to the Regional Administrator, Security and concurrently to the Director, Security Information and Emergency Management at National Headquarters.

Information from Other Sources

23. Any information received in the form of notes from offenders shall be kept on the appropriate offender Preventive Security file.

24. Any intelligence inferred from notes received shall be entered on a Security Intelligence Report.

25. Intercepted communication and police information should be assessed and, depending on the sensitivity of the information, placed on the appropriate Preventive Security document and file and clearly marked as restricted or requiring third-party notification.
