POLICY OBJECTIVE
1. To encourage inmates to use their leisure time constructively, thereby helping them become law-abiding citizens.
AUTHORITY
2. Paragraph 83 (2) (d) of the Corrections and Conditional Release Regulations.
LEISURE ACTIVITIES AND PROGRAMS
3. Each institution shall, subject to reasonable limits for protecting the security of the penitentiary or the safety of persons, encourage inmates to:
- participate in the development and implementation of leisure activities and programs;
- develop and maintain relationships with individuals and groups in the community for social and cultural purposes;
- participate in sports and physical fitness activities;
- pursue various hobbies and develop knowledge, creativity and skills related to arts and crafts; and
- develop skills in interpersonal relations and communication.
4. Offenders housed in maximum-security institutions are not permitted to have access to EXACTO knives in their cell for hobbycraft activities. The use and storage of EXACTO knives in maximum-security institutions is limited to a supervised/designated hobbycraft area.
5. Institutions shall facilitate the sale or disposition of arts and crafts articles on behalf of inmates in accordance with the procedures described in the "Standard Operating Practices on Arts and Crafts".
LEISURE TIME
6. Leisure activities shall be supervised and/or coordinated by appropriate staff, and shall take place at times other than during the inmates' working hours.
EXERCISE
7. Unless there are reasonable grounds that the security of the institution or the safety of any person would be jeopardized, every inmate shall be given the opportunity to exercise outdoors for at least one hour every day, or indoors when weather does not permit outdoor exercise.
