What is new/changed?

As a result of the Task Force on Policy Review, Commissioner's Directive 541 was revised and the Guidelines on Interjurisdictional Exchange of Services Agreements were created.

Why was the policy changed?

The Task Force on Policy Review recommended that CD 541 be retained and modified. The changes were made with a view to simplifying the policy and to eliminating duplication with the Corrections and Conditional Release Act, the Regulations, other directives and the existing Operational Guidelines Manual.

Accordingly, CD 541 was revised to clearly delineate the responsibility of National and Regional Headquarters in the negotiation and management of Interjurisdictional Exchange of Services Agreements.

How was the policy developed?

A legal review was followed by series of consultations with Regional Administrators, Policy and Planning, the Operational Planning and Policy Divisions and the EXCOM Policy Committee. Drafts of the CD and the Guidelines were also shared with the USGE and the Office of the Correctional Investigator.

The processes to follow and other aspects of the policy have been incorporated in the new Guidelines to the CD, which replaces the Operational Guidelines Manual on Interjurisdictional Exchange of Services Agreements.

Accountability?

The Director General, Intergovernmental Affairs is responsible for the corporate management of Exchange of Services Agreements, and the Regional Deputy Commissioners for their day-to-day management.

Who will be affected by the policy?

Regional Administrators, Policy and Planning, and any other staff members who are responsible for interjurisdictional agreements.
