Why was the policy changed?
The decline in CSC purchases of CORCAN goods and services was raised at an EXCOM meeting in May 2003. As such, the policy was revised to reflect the fact that CORCAN will be considered the primary CSC supplier for the goods and services that they produce by using offender labour. CORCAN has the responsibility of providing these goods and services at a comparable quality and price to that which can be obtained from the private sector.

Accountabilities are clarified in paragraph 6 of the CD to ensure that CORCAN is CSC's primary supplier for the goods and services that CORCAN provides by using offender labour.

The policy change or clarification was developed by Corporate Services and CORCAN.
Accountabilities?
All authorized purchasers of goods and services for CSC.
CORCAN management will ensure timely delivery and competitive pricing.

All purchasers of goods or services for CSC and their clients.
