COMMISSSIONER'S DIRECTIVE 041 - INCIDENT INVESTIGATIONS

Why was this policy changed?

The following amendments have been made to provide increased clarity with regard to the process, roles and responsibilities:

  • modification and more flexibility to the levels of the convening authorities;
  • more explicit procedural safeguards for those being interviewed;
  • earlier notifications to operational sites concerning decisions to investigate;
  • clarity with respect to the protection and retention of information collected as part of the investigative process; and
  • responsibility for the review and closure of investigations and related corrective measures.

How was it developed?

The changes to this CD were developed in consultation with the regions, National Headquarters sectors and Legal Services.

Accountabilities?

The accountabilities relating to the Director General of Incident Investigations, Assistant Commissioners, Regional Deputy Commissioners and operational unit heads are set out in the CD.

Who will be affected by the policy?

The Director General of Incident Investigations, Assistant Commissioners, Regional Deputy Commissioners and operational unit heads are all affected by these revisions.

Expected cost?

These changes will not affect the overall costs of the investigative process beyond the present resources dedicated to this function.
