Why was the policy changed?
There is increased evidence from health care professionals about the potential negative impact of exposure to second-hand smoke.
CSC is carrying out its broader responsibility of providing a healthier correctional environment by eliminating exposure to second-hand smoke at all federal correctional facilities.
To achieve this objective, smoking will not be permitted indoors or outdoors within the perimeter of federal correctional facilities, including Community Correctional Centres (CCCs).
What has changed?
The smoking ban will now apply indoors and outdoors within the perimeter of federal correctional facilities. Smoking will only be permitted outside the perimeter in an area designated by the Institutional Head or CCC Director.
How was it developed?
It was developed in consultation with management, staff, offenders, unions and external stakeholders (i.e. Health Canada, Union Groups, Aboriginal Advisory bodies, Office of the Correctional Investigator, Citizens' Advisory Committees, Elizabeth Fry Society, John Howard Society, etc.).
Accountabilities?
All CSC management and staff.
Who will be affected by the policy?
All CSC management, staff and offenders, as well as contractors, volunteers and visitors.
Expected cost?
Costs are expected to be incurred for cessation aids, and educational materials.
Other impacts?
Potential for unrest or conflict given the reduced access to smoking.
