CD 704 - INTERNATIONAL TRANSFERS AND CD 715-4 - COMMUNITY ASSESSMENTS
Why were the policies changed?
CD 704 on International Transfers is being amended because of a procedural change to the case summaries prepared by the International Transfers Unit and presented to the Minister of Public Safety. This includes Annex A of CD 715-4 as well.
What has changed?
The changes made to these CDs were technical in nature and were implemented to enhance the clinical assessment of the application.
Subparagraphs 17 b and c of previous CD 704 are now found in subparagraphs 20 a and b.
Paragraph 20 was added in CD 704 to reflect requirements once a decision has been made regarding an application, and to identify a timeframe when an offender can reapply for a transfer following the Minister's denial.
In Annex A - Community Assessment Content Guidelines - Transfers (Inter-Regional and International) of CD 715-4, paragraph 3, which pertains to information related to the request, has been amended to reflect information that shall be collected to assess the offender's ties to Canada and abandonment of Canada as his or her place of residence.

Implementation:
