CD 568-3 - IDENTIFICATION AND MANAGEMENT OF CRIMINAL ORGANIZATIONS

Why was the policy changed?

As a result of a Board of Investigation into the suicide of an inmate, a policy gap was identified with respect to the non-participation of members or associates of criminal organizations on Inmate Committees.

What is new/changed?

Paragraph 4 was amended to indicate that under normal circumstances, all members or associates of criminal organizations are precluded from participating in activities such as being Inmate Committee members, inmate canteen operators or institutional spokespersons for cultural groups or associations.

The word "normally" reflects the intent that only in exceptional circumstances, relating to the safety and security of the institution or individuals, should a member or an associate of a criminal organization be approved to participate in one of the activities listed above.

Paragraph 10 now includes a specific reference to "gangs" in the definition of "criminal organization".

How was it developed?

The policy change was developed internally in consultation with Legal Services and Correctional Programs.

Accountability?

All CSC management and staff responsible for the management of preventive security information.

Who will be affected by the policy?

Any staff member performing the preventive security function as well as those involved in accessing preventive security information.

Expected cost?

None.

Other impacts?

The link to the Commissioner's Directive (CD) 083, Inmate Committees, will be activated once CD 083 is promulgated. This is expected to occur in the near future.
