Why was the policy changed?
As a result of several Internal Boards of Investigation, CD 800 - Health Services has been amended to clarify certain paragraphs and to bring others up to date.
Clinical Services, in collaboration with the Security Branch, reviewed and made technical amendments to the "Responsibilities" and "Response to Medical Emergencies" sections of CDs 566-3 - Inmate Movement, 567 - Management of Security Incidents, 568-4 - Preservation of Crime Scenes and Evidence, 800 - Health Services, and 843 - Prevention, Management and Response to Suicide and Self-Injuries.
What is new/changed?
The following changes have been made to CD 800 - Health Services:
- The responsibilities of the Institutional Head related to medical emergencies were moved to the "Responsibilities" section.
- The "Requirements - Reception" section now specifies when to offer an inmate a comprehensive nursing assessment and what this assessment consists of.
- The delay for responding to an inmate's written request has been added in the section on Health Care Delivery.
- The Correctional Managers' responsibilities were clarified concerning the completion of the required checklists immediately following a medical emergency.
- The requirement for nurses to complete the appropriate form was removed as it was determined to be redundant. The policy now specifies that only one form is required to be completed collectively by non-health services staff member(s).
CDs 566-3 - Inmate Movement, 567 - Management of Security Incidents, 568-4 - Preservation of Crime Scenes and Evidence, and 843 - Prevention, Management and Response to Suicide and Self-Injuries now make reference to CD 800 - Health Services for the response to medical emergencies.
In CD 566-3 - Inmate Movement, specific direction on maximum security cell doors was added in order to assist in reducing the opportunity for violent incidents.
In CD 567 - Management of Security Incidents, the principles were moved to other sections. "While respecting the rule of law" was added to the first objective and the balance were moved under the Management and Control Framework.

These policy changes were developed by Health Services and the Security Branch in consultation with Legal Services and Strategic Policy.
Accountability?
All CSC management and staff are responsible to ensure compliance.
Who will be affected by the policy?
All institutional, Regional and National Headquarters staff and managers involved in the delivery and review of health services to CSC inmates, including those taking part in the response to medical emergencies.
For CD 566-3, all institutional staff and inmates in maximum security institutions.
