Why was the policy changed?
CD 714 has been amended following a recommendation made by the Board of Investigation following the death of an offender in a Community Correctional Centre. The recommendation to amend the policy was approved by the Executive Committee.
What has changed?
The policy was changed to clarify the duties of staff and contractors during counts.
- Wording in paragraph 45 was amended to include that all counts will ensure the presence of a live breathing body.
- Wording in paragraph 47 was amended to include the requirement that, consistent with the applicable Standing Order, staff and contractors on the day and evening shifts will verify that the offenders in the facility are alive.
How was it developed?
By the Community Reintegration Branch following the recommendation of a Board of Investigation.

Operational managers in Community Correctional Centres are responsible to implement the changes identified.
