COMMISSIONER'S DIRECTIVE 726 - CORRECTIONAL PROGRAMS
Why was the policy changed?
Commensurate with the CSC Review Panel report on Transformation Priorities, changes to the policy were implemented in order to address gaps in the application of Correctional Program management procedures; and to articulate the levels of accountability which correspond to the delivery of Correctional Programs. The CD has also been revised to provide national consistency in Correctional Program management, delivery and training.
What has changed?
Changes to the policy entail a comprehensive identification of responsibilities and procedures to be followed by CSC staff who are accountable for the delivery of Correctional Programs, and which are also detailed in the revised National Standards for Correctional Programs.
How was it developed?
CD 726 was developed through consultations over a 3-year period with internal and external stakeholders, consisting of operational site staff, Regional Administrators, Reintegration and Programs, National Headquarters Program Managers, Institutional Reintegration, Community Reintegration, Aboriginal Initiatives Directorate, Legal Services, union heads, and the Women Offenders Sector.
Accountabilities?
Specific accountabilities are clearly defined within the policy.
Who will be affected by the policy?
Offenders who are in receipt of, or assigned to a Correctional Program or Programs and CSC staff who are involved in the delivery, assignment and reporting of Correctional Programs. This includes the Assistant Commissioner, Correctional Operations and Programs, the Director, Reintegration Programs, Regional Deputy Commissioners, Directors of Interventions, Regional Administrators, Reintegration, Institutional Heads, District Directors, Assistant Wardens, Interventions, Associate District Directors, Program Managers, Parole Officers and Correctional Program Facilitators.
Expected cost?
No additional costs are anticipated.
Other impacts?
Consistent with the Transformation Agenda, these amendments are anticipated to increase offender participation and successful completion of recommended Correctional Programs.
