COMMISSIONER'S DIRECTIVE 843 - MANAGEMENT OF INMATE SELF-INJURIOUS AND SUICIDAL BEHAVIOUR (including new Annex B - Process for Self-Injury Intervention)
What is new/changed?
CD 843, which has been extensively revised, provides comprehensive policy direction on the management of inmate self-injurious and suicidal behaviour in a correctional environment, reflecting current practices and incorporating an interdisciplinary approach.
Changes made to CD 843 - Management of Inmate Self-Injurious and Suicidal Behaviour include the following:
- merging of CD 844 - Use of Restraint Equipment for Health Purposes into CD 843;
- clarification of authorities for ordering the application, removal or reduction of the use of the Pinel Restraint System;
- standardization of suicide watch observation levels;
- enhancement of the role of the Interdisciplinary Mental Health Team;
- clarification of the use of the Pinel Restraint System for self-injurious behaviour;
- updated requirements for physical and mental health assessments; and
- inclusion of an annex to clarify the process for self-injury intervention.
How was it developed?
The revised Directive was developed with the assistance of the National Psychology Managers, the Regional Institutional Mental Health Managers, the Health Care Advisory Committee, the Strategic Policy Division and the Health Services Sector. Health Services consulted broadly across CSC (including sector heads, regional and institutional senior management, and unions). In addition, Health Services worked closely with the Correctional Operations and Programs Sector.
Accountability?
Accountability for various aspects of the policy rests with the Regional Directors of Health Services, Institutional Heads, Directors of Interventions and institutional staff.
Who will be affected by the policy?
Staff members who contribute to efforts to maintain the safety of inmates by assisting and supporting those who are at risk of suicidal and/or self-injurious behaviour.
Expected cost?
Incremental costs are expected, which will be addressed on a case-by-case basis.
