Why were the policies changed?

This 567 series of Commissioner’s Directives has been revised to reflect the changes to the Corrections and Conditional Release Act (CCRA) and other recently passed legislation, to comply with the recommendations of the Policy Review Task Force, and to incorporate information from Security Bulletins and recent EXCOM decisions.

What has changed?

Several technical changes have been made to the layout of the documents. Extensive editing was done to remove extraneous details, to improve clarity of the direction and to focus on staff responsibilities.

567-1 is the Commissioner’s Directive with significant changes and is described below.

567-1 Use of Force: The review process has been divided into three distinct levels: Level 1 a compressed review, Level 2 a full review and Level 3 an expedited review. The level 1 compressed review is being introduced and defined as a condensed analysis and assessement of incident-related documentation and video-recordings (when available) to ensure compliance with law and policy. Forms 0754 (Use of Force Report) and 1277 (Reportable Use of Force – Post-Incident Checklist) are being combined to facilitate reporting.

How were they developed?

These policy changes were developed by the former National Policy Review Team. They were revised collaboratively by the Strategic Policy Division and the Security Branch and were the subject of a national consultation.

Accountabilities?

CSC management and staff are responsible to ensure compliance in these areas.

Who will be affected by the policies?

The Security CDs listed above will affect institutional staff, except those in community correctional centres.
