Why were the policies changed?

This series of Commissioner's Directives has been revised to reflect the changes to the Corrections and Conditional Release Act (CCRA) and other recently passed legislation, to comply with the recommendations of the Policy Review Task Force, and to incorporate information from Security Bulletins and recent EXCOM decisions.

What has changed?

Several technical modifications have been made to the layout of the documents. Extensive editing was done to remove extraneous details, to improve clarity of the direction and to focus on staff responsibilities.

The significant changes made to these Commissioner's Directives are described below.

  • In CD 568-2, the introduction of several new intelligence forms including the Intelligence Observation Report and the Security Intelligence Briefing Record.
  • In CD 568-3, gangs and organized criminal groups are now called "security threat groups". The approval process for the disaffiliation of an offender from a security threat group has also been modified for operational reasons. The new CSC Form 1184-04 "Management Plan (Key Players with a Security Threat Group)" has been added and amendments made to the existing forms 1184-01 and 1184-02.
  • CD 568-10 - Interception of Inmate Communications will replace the current CD 575 - Interception of Communications Related to the Maintenance of Institutional Security, which was last revised in 1997. Changes include a series of standardized forms to be used in the process of intercepting inmate communications.

How were they developed?

These policies were updated by the former National Policy Review Team. They were then revised collaboratively by the Strategic Policy Division and the Security Branch.

CSC management and staff are responsible to ensure compliance in these areas.

The Security CD listed above will affect management and staff as described in the individual directives.
