Policy Number and Title
- CD 702 - Aboriginal Offenders
Why was the policy changed?
This Commissioner's Directive (CD) has been revised to reflect changes to the Corrections and Conditional Release Act (CCRA) and other recently passed legislation, to comply with the recommendations of the Policy Review Task Force, and to incorporate information from Case Management Bulletins.
What has changed?
Several technical modifications have been made to the layout of the document. Extensive editing was done to remove extraneous details, to improve clarity of the direction and to focus on staff responsibilities. Among other changes:
- the policy has been revised to reflect the fact that section 84 of the CCRA, which previously applied only to offenders on parole, now also applies to offenders on statutory release;
- procedures for Elder Reviews/Cultural Interventions have been incorporated;
- direction to Parole Officers to incorporate healing components into the Correctional Plan is included and is consistent with direction in CD 705-6 and CD 710-1;
- in Annex F, details have been added regarding the handling of eating and cooking utensils required for the preparation and service of traditional foods and country foods; and
- descriptions and implementation of Pathways Units have been moved to an Annex.
How was it developed?
This policy was updated by the former National Policy Review Team and was the subject of a national consultation. It was then revised collaboratively by the Strategic Policy Division and the Aboriginal Initiatives Directorate.
Accountabilities?
The Senior Deputy Commissioner is accountable for this CD. Responsibilities for the various levels (i.e., National and Regional Headquarters, institutions and districts) are outlined in the policy.
Who will be affected by the policy?
All staff.
Other impacts?
None.
