COMMISSIONER'S DIRECTIVE (CD) 568-1 – RECORDING AND REPORTING OF SECURITY INCIDENTS

Why was the policy changed?

Further to Policy Bulletin 353 dated June 13, 2012, these changes are to amend the regional core business hours and add the definition for mental health professional.

What has changed?

Amendments to the core and non-core business hours were made under the Procedures heading, in the subsection entitled Incident Notification.

The heading above paragraphs 16 to 22 was changed to reflect the core business hours of 08:00 to 16:00 instead of 07:00 to 16:00. The ambiguity regarding the time and time zone (EST) of the non-core business hours was removed in the headings above paragraphs 19 to 23.

In Annex C, a technical amendment was made to one of the reportable institutional incidents. The RHQ Pacific Region's phone number was corrected in Annexes C and D.

The definition of mental health professional was added in Annex A. Hyperlinks to the definition have been added in Annex B under the self-inflicted injuries and suicide attempt categories.

CD 850 – Mental Health Services was added as a cross-reference in Annex A.

Finally, technical changes that provide clarification to the responsibilities listed in paragraphs 7 b and c were made as well as other editorial changes throughout the CD.

The policy change was developed by the Intelligence Operations, Policy and Programs Division in consultation with the Strategic Policy Division.

Staff involved in the recording and reporting of security incidents in both institutional and community settings.
